Resolution
on the Third Anniversary of Russia's Full-Scale War Against Ukraine

It has been three years since Russia’s full-scale war, and 11 years since the illegal annexation of Crimea and the invasion of Donbas, which, to our deep regret, has claimed the lives of tens of thousands of Ukrainians, including civilians, women, the elderly, and children. This bleeding wound remains open in the heart of Europe, despite numerous loud statements from world leaders, sanctions against the Kremlin, and the position of an overwhelming majority of countries calling for the end of the war.

Schools, hospitals, and other vital civil infrastructure have been destroyed, and dozens of cities and villages have been wiped off the face of the Earth by Russia, likely never to be rebuilt.
All these dreadful consequences undermine the principles of sovereign equality of all UN members, as well as the UN Charter, international law, and General Assembly resolutions. The international community has largely taken a passive and wait-and-see approach, which in turn further loosens Putin’s grip. Thus, the Kremlin will attempt to exploit the situation and the change of leadership in the United States to inflict even more harm on Ukraine, Europe, and all democratic countries, to weaken their cooperation in the fight against autocracy and imperialism. Russian rhetoric about the alleged readiness to end the war and achieve peace is nothing more than an attempt to conceal its base desire to undermine the international world order and continue sowing division in the West, as well as manipulate political elites and societies in the so-called Global South.

Ukraine, with the support of its partner countries, has shown that Russia is not omnipotent and can be successfully resisted. Unfortunately, the cost of this resistance is far too high. We must not come to terms with the current situation. So many brave Ukrainians have already given their lives and health for the very possibility to make a choice and live in freedom.
In this regard, we call on all our partners, social democratic parties and progressive organizations, to intensify their efforts in the following areas:
1. Support for Ukraine and Solidarity with its People: We urge all sister parties and organizations to continue and deepen their support for Ukraine in their struggle for independence, territorial integrity, freedom, and the achievement of a long-term and fair peace. Negotiating positions are shaped by the evolving situation at the front, the resilience of society, and the level of support from international partners. In light of the complexities surrounding the initiation of talks between the Trump administration and the Kremlin delegation, maintaining unity within Europe and globally in support of Ukraine is paramount. This unity is reflected in the collective commitment to finding effective solutions that strengthen Ukraine's position and limiting the influence of the aggressor.
2. Promoting Justice and Accountability: We call on all sister parties and organizations to work together to strengthen pressure on international institutions to hold the aggressor, the Kremlin, accountable and restore international order.
3. Humanitarian Aid and Reconstruction: We urge all sister parties and organizations to actively participate in humanitarian aid programs, support for refugees, and the reconstruction of Ukrainian territories after the war ends.
4. Defending the Interests of the Most Vulnerable: We call on all sister parties and organizations to contribute to the fair reconstruction of Ukraine, further democratization, support for the creation of affordable housing and jobs, inclusive spaces, veteran reintegration, and social protection for those who have suffered the most from the war.
5. Counteracting Russian Propaganda and Influence: We urge all sister parties and organizations to effectively counter Russian narratives, especially in African, Latin American, Middle Eastern, and Asian countries, as well as use communication and political platforms to promote the values of freedom, human rights, and democracy for which Ukrainians are fighting.
This year, like every subsequent one, will be decisive for the future of Ukraine and for the entire democratic world. We cannot and will not remain silent while our heroes continue to fight for our freedom.
